Design and deliver a mass media campaign on justice issues

The European Union has contracted the British Council to deliver the rule of law and access to justice component of its Strengthening Governance in Myanmar/Burma Programme (DCI-ASIE/2014/037-333) component, through a delegation agreement for the implementation of the MyJustice programme. The primary element of MyJustice outreach is the development of a mass media campaign designed to access maximum audiences. Through this invitation to tender, MyJustice is looking for a supplier to design and deliver this mass media campaign, including public entertainment events, on justice issues for the people of Myanmar. The winning supplier will work closely with the MyJustice Strategic Engagement Adviser and Communications Manager and is expected to work, as required, with MyJustice consultants and suppliers contracted separately for the community-based campaign as well as the producers of SMT2 if required.

Suppliers who wish to express an interest and take part in the tender process will be required to register on our e-Tendering portal In-Tend hosted at https://in-tendhost.co.uk/britishcouncil. Once registered, bidders must log-in to the website where they can view the project and access the bidders pack and submit their return. The British Council will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
